Rule Books - Update Apr. 9, 2007:
Bulk order rule booklets have been shipped to local organizations, and individual booklets are being shipped to current (2007) UPA members and certified Observers on an ongoing basis. Thanks to Jon Bauman for his work on the HTML version of the 11th Edition Rules (linked above).

Rule Books - Update Mar. 6, 2007:

The rule booklets have been formatted and the order sent to the printer. They will be mailed out to all current UPA members, certified Observers, and leagues who made bulk orders. Shipments should go out in a couple of weeks.

Rules Edit - Update Mar. 5, 2007:

New Rules Amended by the UPA Board of Directors

In order to rectify a second mistake in the newly approved 11th edition before the rules were sent to the printers, the Board of Directors approved a proposal to amend some wording in the In- and Out-of-Bounds (IX) and Endzone Possession (X) sections. The word "proper" (as in "playing field proper") was mistakenly included in an inappropriate spot. Correcting this oversight closes a loophole that, had it not been corrected, would have led to the following outcome: if a player caught a pass in the endzone they were defending and then momentum carried them out-of-bounds, they would be required to put the disc back into play at the front of the endzone, instead of on the sideline nearest to where they ran out of bounds. To correct for this mistake the word "proper" was removed from IX.C.1. In addition, the wording in sections X.A.1 and X.A.2 was changed back to the wording from the 10th addition. The Board of Directors (which can approve rule changes with a 2/3 majority under the UPA bylaws) approved this change by and 9-0 vote.


Rules Edit - Update Feb. 16, 2007:

New Rules Amended by the UPA Board of Directors

During the voting process it came to the attention of the SRC that one of the changes that had been made to the final draft had an unintended consequence: because the 11th edition no longer requires a pause between the word "stalling" and the first number of the stall count, if an uncontested offensive violation occurs at stall 9, the disc would come back in at "stalling ten", which in practice does not give the thrower enough time to get any throw off and thus is a "guaranteed turnover".

In light of this, the SRC submitted a proposal to the UPA Board of Directors to approve a change to the 11th edition (which the board can do with a 2/3 majority under the UPA bylaws) before the new version went to print. The change was to add the words "or 9 if over 8" to the sections dealing with where the count comes back in after uncontested offensive violations. This basically ensures that the stall count can never come back in higher than "stalling 9", and gets rid of the "guaranteed turnover" situation.

Although the SRC and the Board regretted the fact that a change needed to be made to the rules so soon after they were approved by the membership, it seemed clear that this was important enough to warrant the change being made before the new rule set was printed up, and that this addition would not have changed the outcome of the membership vote. The Board of Directors approved this change by and 11-0 vote.

Rules Vote - Update Jan. 15, 2007:

The 11th Edition of the Rules of Ultimate has been approved by a vote of the UPA membership.  The new rule set passed by an overwhelming majority of voting members with 1393 out of 1627 members voting for approval. In order for the membership to approve the 11th Edition as the new official version of the rules, at least 600 members needed to vote, with a majority in favor of the new rule set. 

UPA staff is taking steps to educate Ultimate players and organizers about the new rules and promote their use. All UPA events for 2007 going forward will be using the 11th Edition Rules.  UPA members and event coordinators will be sent new rule books, and league organizers will be offered the opportunity to purchase new rule books in bulk through the UPA.  See the links below for the text of the 11th Edition and a list of the substantive changes from the 10th Edition.

The 11th Edition represents five years of experience, experimentation, and hard work by the Ultimate community and the UPA Standing Rules Committee to update and improve the 10th Edition. The committee will continue to help educate players, clarify rules, incorporate new rules, and work to revise and create new versions of the rules to improve the game for the future.
